The ISO17712 changes for March 2012 were needed because the bolt seals security seals were starting to get smaller and smaller in order to increase the factory profits and without these changes then more loads were going to be tampered with and there was no way to know the tampering had happened. What started to occur was that the thief would pry on the head of the bolt seal and get it just a little bit smaller and then the could push it down through the holes on the container doors. Once they had stolen what they wanted from that container or trailer then they could push that bolt seal back up through the holes and unless someone was very observant then that tampering would go unnoticed and this would be a large cost to the shipper and the insurance industry but mainly it made those loads insecure and that is not what C-TPAT was started for.
